Hi,

Unless you're using openbox too, this is more likely upstream bug
468075, which is a problem with metacity.

The combinatin of both vertical/horizontal maximisation toggles
does not work properly. Firthermore, "randomly".  vertical
maximisation enlarge the window beyond the available space (i.e.
under the GNOME panel).

fm - for "application of full maximisation toggle function (not full screen; 
just maximisation)
vm - for "application of vertical maximisation toggle function
hm - for "application of horizontal maximisation toggle function

FM - maximised state
