You need to install alacarte; there is a good reason why gnome-panel
recommends it.

I'm unable to enable the Debian menu:

I right-click the Program menu.

There is no mention of any Debian menu.

How do I enable the Debian menu?

I have gnome-menus 2.20.1-1 and gnome-panel 2.18.3-2 installed.
