OK, change applied to upstream desktop file.  Andrea can apply the
change as well or wait for the next release.

Do you know what one is supposed to use instead of Encoding?  Are the
files simply mandated to be UTF-8 and has the encoding entry thus become
obsolete?

I think it's just obsolete. Just remove it, because now all files, 
packages are in utf8

It's not an obligation...it is just a freedesktop spec.
