Bug#474180: --arch any has no effect

I tried creating an Architecture: any package as follows:

dh-make-perl --arch any --cpan Net::DBus

- however dh-make-perl generated an Architecture: all package, ignoring
the --arch any flag.

Thanks for your bug report.

I couldn't reproduce it with dh-make-perl 0.40 but 0.41 really gets
it wrong. 

The interesting part is that I don't see any changes in the handling
of the --arch option.

Also interesting: I can't find a line of code in 0.40 that actually
_uses_ the command line option.

Anyway, I've added a line that checks the --arch option in the script
and commited the change.
