It would be alongside Keyring Manager, which doesn't require root.

 Categories=Settings;X-GNOME-NetworkSettings;
 
 In gnome-control-center it is then listed under Internet and Network
 and in the GNOME menu under System-Preferences.
 Seems the best solution to me.

Seems better than Applications- to me.
