I, too, experienced this bug.

with stable version 1.3.9-4, ultra vnc client cannot connect, with above
mentionned message.

with version 1.2.9-21 from old-stable, connection works.

xtightvncviewer is in listen mode port 5500 of my notebook. This one is 
connected to our server through an UDP VPN (openvpn). Customers are 
downloading and executing UltraVNC which connect to the server through a 
port above 3. This port is redirected to the 5500 port of the VPN 
Host (my notebook)


Customers - Server (Public IP Address:3) - Client (VPN Host IP 
Address:5500)

Forgot to precise that the previous version which is OK is also going 
through the VPN. So the only variable is xtightvncviewer if you see what

is launched like this:

Without encodings it's the same. I downgrade to previous 1.2.9-22 
version and it's ok.
