The following patch ought to prevent the connection attempts that won't be allowed by the firewall, by adding a max_outgoing_port and min_outgoing_port that are used to set the port range the we are allowed to connect to. The default is 1024 to 65535, which is fully open. It is only tested for not dying and not causing outgoing connections that don't belong.
