dch/debchange is probably the most used tool for managing
debian/changelog, I think it deserve to be mentioned in Appendix A
Overview of Debian Maintainer Tools.

I can consider writing the needed section as a patch, but only if there
is no opposition about documenting dch in the Developer's Reference.
