If icicle-mode / icy-mode is the main enable/disable (per
icicles-doc1.el) then they could helpfully be setup as autoloads in
50icicles.el.  Especially for interactive M-x icy-mode to give it a try
before sticking something in your .emacs.

of bringing the whole lot into every user's session (since some may want
it, some not, or only some of the time ...)
