Thank you for the report.

This is a duplicate of #510224 and #513315, and the problem is in
python-apt.  I will not reassign this bug to python-apt, so that:

 1. People seeing the problem in a-x-i will find it, with a pointer to
the other bug
 2. It will remind me to put a versioned dependency on python-apt once
the problem is fixed on their part

I'm trying to bootstrap an experimental cow with cowbuilder:

# cowbuilder --create --basepath /var/cache/pbuilder/experimental.cow 
--distribution experimental

though apt-xapian-index fails:
