As this package contains documentation, shouldn't it be moved to the  
doc section?

 The documentation is *exclusively* related to the use of this
 *development* library and system tools.
 Hence, the devel section.
Perhaps I'm admitting that I don't know the policy very well yet,.. but
is this desired for such kind of documentation?
I mean there are a lot of lib*-doc packages which probably describe just
the specific lib (e.g. libglib2.0-doc)
