Could you try 05-pid.patch from bug #354825? (You have to patch openntpd
init script too.  Please, include --pidfile /var/run/openntpd.pid option
for start-stop-daemon calls.)

start-stop-daemon behaves different when there is a pid file as option
provided.

Going through whole /proc can be very slow in case there is a unreacheable
nfs fs and programs where started from there.
openntpd gets restart with every network device startup and will block the
startup of nfs until that shared fs times out.
