Note that libgimp-perl will become uninstallable once perl 5.12
is uploaded to testing (expected in the next month or so). If
the package is broken to the extent you suggest, perhaps it should
be removed from Debian altogether.

Note: I'm not the maintainer for this package.

Would't it be eought to apply the following patch to debian/rules?

the redeye plugin is not installed via libgimp-perl, and also the gimp
package itself ships /usr/lib/gimp/2.0/plug-ins-red-eye-removal.
