Try this test:

$ firefox
Then click so foxyproxy is Disabled.
Then FileExit.
$ firefox
Notice how foxyproxy is back enabled!

sorry -- I can't reproduce -- 'disabled' is my usual setting (which I
switch if needed only) and it stays off upon restart... May be
Eric has clues?
