But strace shows:
$ strace -e trace=open,stat klipper --nofork
[..]
stat("/etc/kde4/klipperrc", 0x7fff132bbd20) = -1 ENOENT (No such file or
directory)
[..]
(And it doesn't look for the one in /etc/kde3)
Workaround: copy the file either to /etc/kde4/ or ~/.kde/share/config
