As of developers-reference, 6.7.8.2. (Repackaged upstream source):
A repackaged .orig.tar.gz should use
-.orig as the name of the top-level
directory in its tarball. This makes it possible to distinguish pristine
tarballs from repackaged ones.
However when using --filter with git-import-orig, the name of the top
level directory remains the same as in the upstream tarball.
