The puppetmasterd process commonly runs as the puppet user, which
does not have write access to /var/run, so it needs /var/run/puppet
created with write access for his user by the puppetmaster init script.

the pid file used in the init script should be /var/run/puppetd.pid and not 
/var/run/puppet/puppetd.pid
The same problème occure in puppetmasterd
