Bug#561993: minpack: missing file covar.f

It is interesting that ftp://ftp.netlib.org/minpack/ includes several
FORTRAN files that are not offered at http://ftp.netlib.org/minpack.
However, all the extra files seem to be for code testing.  covar.f is
not referenced by any of the other files, and there's no documentation
showing how to use it as you suggest.  Without that, I do not think it
would be a useful addition to the minpack package.  Are you willing to
provide such documentation?

In this package, the file covar.f is not included. It is usefull
for computing of covariance matrix to estimate deviations of parameters
near of its minimum. The official site correctly offers of the file in the
directory ftp://ftp.netlib.org/minpack/.

Probably, other missing files can be usefull in run-time (not for testing
purposes only). 

This bugreport affect both minpack-dev and libminpack1 packages (and source
package).
