Aside from already mentioned things, ucs also breaks pdf title, author
and keywords. It gets stuff like
[Pleaseinsert\〰ぐrerenderUnicode{Ž}intopreamble] for every non-ASCII
character.

I would keep it in extra.

Catched in hyperref 2010/03/10 v6.80m (TUG server, tomorrow CTAN).

BTW: \PrerenderUnicode from ucs.sty:

should use \sbox0{#2} instead of \setbox0\hbox{#2} to prevent
leakage of color specials.

Well, ucs isn't required for utf8 input, \usepackage[utf8]{inputenc} is enough.
Maybe ucs has a better coverage, I'm not sure, but I don't see a problem with it
being in -extra, since there is already something for utf8 input in 
-recommended.

Well, I myself always use \usepackage[utf8x]{inputenc}, but without
knowing why. Probably I had problems at some point with [utf8] ...
