Do you have indicator-messages installed? That's the only package that 
provides indicators in Debian currently.

Thanks for your quick response. I did have indicator-messages installed
automatically as a dependency for the other indicator-applet. I have all
indicator* installed but indicator-applet-session as it conflicts with
gdm3.

I noticed that if you want an app to appear there, it must have an entry
under /usr/share/indicators/messages/applications/. Right now, there is
only gwibber present. I tried adding the file empathy with the full path to
empathy-accounts executable, and it works. Only problem, I have about 8
envelope icons. Adding tomboy (with the path to tomboy-panel) doesn't
work.

I cannot debug this package with gdb because there are no debugging
symbols.
