more hands to work on this set of packages, anyone is welcome to join

What kind of help do you mean? And couldn't you just copy the package control 
files (I don't know the correct term) from ubuntu?

Something like, well, maintenance? Like making sure everything is fine
from a packaging point of view, merging new upstream releases and
adapting the packaging accordingly. Fixing bugs. Etc.

The question is rather: why aren't ubuntu folks working directly on
the debian packages.

“just copying” is a good recipe for a big failures. They might have
Ubuntu-specific changes. They might have done things wrong (shit
happens). In all cases, that means specific checking. See
“maintenance” above.
