I leave the decision of using openmotif or lesstif up to the user. What kind of discussion is this here? I thought it would be an advantage to have a recent openmotif in the next stable version. It's up to you if you unblock it or not. If you would like to keep libXm.so.3 - create a report against openmotif. In the past, old versions of libXm were always redeemed by newer ones. The intention of this bugreport is something else.
