The list of improvements in the long description does not dispaly
correctly with LANG=fr_FR.UTF-8. The whole list is displayed as one line
of text (no carriage return after the semicolons.

Yep.  I find in Translation-fr.bz2[1]:

 Le format XZ est similaire à l'ancien format LZMA mais propose certaines
 améliorations pour l'usage courant :
 .
 * « file » recette miracle pour détecter les fichiers XZ ;
 * contrôle d'intégrité des données crc64 ;

versus the English version:

 The XZ format is similar to the older LZMA format but includes some

There ought to be a space before each list item to suppress line wrapping.

Where should I report this?

Thanks for your translation work.  Often I find myself returning to
the French translations of manpages when the English version is not
clear enough, even though my mother tongue is English.
