I have a C rewrite in progress, and am likely to use that instead.  I'm
just waiting for libpipeline to pass through Debian NEW.

Hello,

in Ubuntu we are trying to get rid of Perl in the default installation
(that is, the full Perl, not perl-base of course); for this I'm
currently removing the remaining reverse dependencies.

This package works with just perl-base, so this patch drops the "perl"
dependency.
