This clearly shouldn't have been uploaded until raptor2 was accepted into
sid (1 month waiting), which is a dependency.  I built it against my own
local copy.  Not sure how to resolve it now.

You should never have uploaded directly to sid but do experimental and upload
them at all then only when this is sorted out.

I'd personally just reupload something which provides librasqual2-dev
but thst would hit NEW too because you waited for too long after noticing
it was accepted without the rest...
