Can you try to pick a trace from evolution startup? What args are you using on your wireshark capture? If Evolution complains about a connection refused that means it managed to send some trafic and got a closed port (unless you do have a firewall preventing outgoing trafic but I guess you already checked that). I also tried to delete and rebuild the account. But nothing better. Note that evolution complains about need for working online, while I'm online and using NetworkManager). I also tried to use wireshark to dump the network and it seems that evolution does not send any data over network. Note also that this configuration was working before upgrade (at least with 2.30.3).
