As I mentioned in my original report, we get an error message at boot
time in the non-graphical installer right now.  Surely input_id and the
rules that use it should be in the same udeb?

That does suggest that the right answer is to move it to udev-udeb, yes.

Yes, I can fix this but this is not what I asked.

I suspect some things won't work properly without it.  A hotplugged USB
keyboard won't get the correct layout set for it, if I'm reading this
correctly; there may be more serious problems.

I wonder where you get the idea that udev-gtk-udeb is installed only
after udevadm trigger is run, though?  This is not the case in the
graphical installer; udev-gtk-udeb is in the d-i initrd in that case,
and so will be present before udevadm trigger is run.

So, now that I've checked that, I'll withdraw my previous comment, as it
looks like the right answer is to move the input rules to udev-gtk-udeb.

A current build of d-i produces this error message at boot:

  udevd[116]: failed to execute '/lib/udev/input_id' 'input_id 
/devices/virtual/input/mice': No such file or directory

Either udev-udeb should stop shipping rules that refer to
/lib/udev/input_id, or it should start shipping /lib/udev/input_id.
Given that the graphical installer build uses X and has mouse support, I
suspect that the correct answer is for udev-udeb to start shipping
/lib/udev/input_id.
