This appears to be a known bug:
 https://bugzilla.xfce.org/show_bug.cgi?id=6019

This bug is against xfce4-power-manager, not xfce4-session. So what
exactly are you using to suspend/hibernate? Could you precise what you
use?

Please keep the bug on CC: too.

To suspend and hibernate my system, I am using the Log Out Dialog.

When I reported this bug, I was not certain which package to report it
against; I thought it was a problem with xfce4-power-manager, but it now
appears to be in xfce4-session.

Can you look at .xsession-errors or run xfce4-power-manager from command
line and report back any error there?

The only thing that appears in .xsession-errors after bringing my
computer back from suspend is...

** Message: xfsm-shutdown-helper.c:1411: Using org.freedesktop.UPower to
Suspend

 Can you manually try xflock4?

xflock4 sucessfully locks the screen, printing the following...

xscreensaver-command: activating and locking.

In the Xfce Power Manager settings, I have ticked the box labelled Lock
screen when going for suspend/hibernate, but when I sleep or hibernate
my system, it does not come back with the screen locked. The
xscreensaver daemon is definitely running and can be locked manually.
