I suspect there's some weird interaction going on here. When I run the 
postinst script from the command line, it works, when it's run by dpkg, it 
doesn't work. Not sure what's happening here. I'll poke it a bit more.

Sorry, you misunderstood me. Running "mktexlsr /usr/share/texmf" was what 
allowed the install to work, not running kpsewhich.

Are you sure? kpsewhich is just a tool to show anything i.e. for

I had the same bug. I did not run env, but did run kpsewhich before running

# mktexlsr /usr/share/texmf 

Which allowed the install to finish successfully.

During a system upgrade, my LaTeX infrastructure failed to upgrade, causing
the upgrade to block. In the interest of getting everything else upgraded,
I uninstalled the blocking packages. Now, when trying to re-install,
I am getting the same warnings.

The texlive-base package fails to install due to a missing configuration
file. The diagnostic error output is:

Interestingly, I can find a tcfmgr.map file in /usr/share/texmf/texconfig:

So far, I haven't done much to try to resolve this issue, but am happy to
assist trying to resolve this.

If you report an error when running one of the TeX-related binaries 
(latex, pdftex, metafont,...), or if the bug is related to bad or wrong
output, please include a MINIMAL example input file that produces the
error in your report. 

Please run your example with
(pdf)latex -recorder ...
(or any other program that supports -recorder) and send us the generated
file with the extension .fls, it lists all the files loaded during
the run and can easily explain problems induced by outdated files in
your home directory.

Don't forget to also include minimal examples of other files that are 
needed, e.g. bibtex databases. Often it also helps
to include the logfile. Please, never send included pictures!

If your example file isn't short or produces more than one page of
output (except when multiple pages are needed to show the problem),
you can probably minimize it further. Instructions on how to do that
can be found at
