Finally, if your MUA doesn't allow you to edit the headers, you can set

reportbug-ng does not support properly sending copies of an issue report 
being opened to email addresses. The ITS supports doing that with the 
X-Debbugs-CC custom header. Adding that header with common MUA-s like 
Icedove and KMail is surprisingly complicated, and as David Prévot 
points out, simply Cc-ing addresses once in the MUA is suboptimal:

reportbug supports this with the following prompt:
Enter any additional addresses this report should be sent to; press 
ENTER after each address. Press ENTER on a blank line to continue.

Adding a pseudo-header with any MUA is surprisingly easy.

As stated in the previously pointed page[1], “if your MUA doesn't
allow you to edit the headers, you can set the various X-Debbugs-
headers in the pseudo-headers[2].”

Oh, good point... thanks.

For the record, it was already reported that X-Debbugs-CC doesn't have 
to be a header in #503996.
