Thank you for this bug report.

The hkp://keys.indymedia.org server has been rather unstable these
days, which explains what you've been experiencing. I think I will
patch the testsuite to use a more reliable set of keyservers instead,
such as the sks-keyservers.net pool or keyring.debian.org.

Please note that this specific test is automatically skipped when no
connection to the Internet is available (thanks to LWP::Online), so
the Debian buildds should not affected, correct?

parcimonie is arch:all, so it's not build on the buildd network anyway.
