So this does also happen when you run kvm with the above command line
(without using libvirt and virt-manager)? If so please reassign to
qemu-kvm.

This is very likely not a problem with virt-manager. Could you check the
kvm command line and see why it fails to boot? You can grab it from
/var/log/libvirt/qemu/.log
