Hi,

 - I don't get notifications of when a contact goes online, but I do
   when goes offline.

I have no problem with contacts: I get the notification popup in both cases.

 - It's not straightforward to get add a contact then make each have
   visibility of the other

If I understand what you mean: Action - contact - add 
And, in this case, it's not a Debian bug: the upstream author has
decided to develop as is.

 - I was told contacts were unable to send me offline messages, while I
   can send offline messages to them

This issue happens, usually, when the server *.msn.com are 
unavailable/overload/or 
they have some problems.

 Do you have informations on these issues ? They're probably old,
 common, and shared amongst several MSN clients.

There are probably several issues around this, and they're not new, the
most visible one is:

- I don't get notifications of when a contact goes online, but I do
  when goes offline.

Other issues are:
- It's not straightforward to get add a contact then make each have
  visibility of the other
- I was told contacts were unable to send me offline messages, while I
  can send offline messages to them

Do you have informations on these issues ? They're probably old,
