AFAIK openjpeg 1.5.1 does not depends on freeimage anymore to build:

What exactly needs working on for #669348?  It seems like an immediate
step to push forward that transition would be an upload to unstable
(so at least all of the packages are ready for a testing transition
when that's ready to go).

I'd like to request a transition slot for openjpeg 1.5. the main reason for 1.5 
is that it fixes JPEG 2000 support in PDF file, see #659226  #667708

I removed the following from the list, since they do not use openjpeg directly:
ants
itksnap

openjpeg 1.5 has been uploaded to experimental using the default installation 
mecanism which install openjpeg.h into: /usr/include/openjpeg-1.5
a lot of package assumes that openjpeg.h is to be found in /usr/include.

I will therefore add a symlink openjpeg.h - openjpeg-1.5/openjpeg.h when I 
upload to unstable.
