I had dpkg 1.16.3 at the time, so it looks like you are on the right
track fixing this by requiring a newer dpkg.

Thanks for bringing this to my attention.

The most likely cause is a problem with dpkg triggers which is fixed in
dpkg version 1.16.4. See #675613 and its duplicates for further
information.

Please check your dpkg version.

 1) If it is lower that 1.16.4, upgrade dpkg, run update-catalog
--update-super. Your catalog should be fine now.

 2) If it is at least 1.16.4, it was likely upgraded after the last
trigger run. Run update-catalog --update-super. Your catalog should
be fine now.

If these steps do not resolve the problem, my conclusion was wrong and
we need to further debug this.

I know there were some changes made lately about how SGML catalog
registration works, but the result for me is that the catalog
registration for /etc/sgml/docbook.cat has disappeared from
/etc/sgml/catalog, and all my stuff relying on that is now failing to
build.  I added back

CATALOG /etc/sgml/docbook.cat

and now it works again.

For reference, here is the rest of /etc/sgml/catalog:

I also tried purging and reinstalling the docbook package, but that
didn't help.
