Bug#689223: binutils-avr: Linker relaxations broken

I'm uploading version 2.23.1-1 of binutils-avr to unstable. Could you check
if it fixes this issue?

 file:
   perl -i -pe 's/-Wl,--relax//' LUFA/Build/lufa_build.mk

 The more correct way is to patch 307 elf32-avr.c:
