I am not able to reproduce this issue. Are you sure that /etc/localtime was not a broken symlink already before running the zic command? Interesting, I cannot reproduce the issue anymore either and I am pretty sure it occurred the way I described it. Strangely, there has been no updated to libc-bin ever since, so this cannot be a bug in zic. However, tzdata has been recently upgraded. I don't know, but maybe it's somehow related?
