There's one very obvious functional impact: it makes it difficult to
switch back to the GUI VT after switching to the console.  A user hits
Ctrl-Alt-F1 to get to the text console, does whatever they needed to do
there, and then has to go searching across Ctrl-Alt-F{7,8,9} to find the
GUI.
