It typically happens when the target postscript file is in a non-existent 
directory.
Here is an interactive session that shows the messages.

    $ ls out
    ls: cannot access out: No such file or directory
    
    $ pdftops  f.pdf  out/f.ps
    Error: Couldn't open PostScript file 'out/f.ps'
    Segmentation fault
