You could make wicd-daemon depend on resolvconf and then register
the static DNS servers at a higher priority than those provided by
DHCP.

I haven't tried again, but it wasn't working in August 2015, and
the only change that was done since is:

  * Support newer python-urwid (Closes: #800693)

But as I've said, I don't see this as a wicd issue. If something
needs to be done, it is rather on the DHCP client side.
