And in /home/laney/ubuntu-udd/ubuntu-changes/, there's no archive for april.

Yes

 (There are also, interestingly, uploads from 2019.)

Yes, the importer uses the date from the email, so if you have a wrongly
configured date on your system, it can break like that.

As the subject says, the ubuntu_upload_history table does not contain any
information about uploads to Ubuntu more recent than 2013-03-31
