Same here with redmine-pgsql. I think it is a bug in the very redmine package, 
not backend.

However, schema was created and admin user exists in users table.

I believe this is a temporary glitch in the transition to rails 4.0.

Downgrading ruby-arel to version 3.0.2-3 fixes the issue.
Reassigning to ruby-arel, which should Breaks ruby-activerecord-3.2.

Hi,

during a test with piuparts I noticed your package failed to install. As
per definition of the release team this makes the package too buggy for
a release, thus the severity.

From the attached log (scroll to the bottom...):
