It is not possible to lock the screen, when gonme-shell is in activities-mode.
I am a bit usure, whether this is actually a feature, or if this has a certain 
purpose.
But I do not fully understand, why it is necessary to leave the activities-mode 
first in
order to be able to lock the screen with CTRL-L.

This is a known limitation of the input handling in gnome-shell  3.8.
It's fixed in 3.8 and onward.
