Why would that directory not exist? It is created by the init script, so if 
Mailman was running on your Squeeze host, it should be there.

I've also not seen this on my upgrades.

Upgrade from a clean install of Debian Squeeze 6.0 to Wheezy 7.2 with
Mailman installed and working and Turkish and English languages
available for mailman
