Please move the file to debian/po/ as de.po for your next upload and check whether the copyright information is correct. I searched for the package maintainer in Debian Search (Project Participants) and the only maintainer without an asterisk behind "chef" (* = indicating co-maintainership) was the one I put in the copyright text. If I was wrong, I beg your pardon.
