imho it's not a proper solution to invent an extra packaging just for 
mounting cgroupsfs, unworthy for debian as a workaround for sysvinit not 
merging a patch.

I get the very same problem in a freshly created and rather minimal
sid environment. It seems I merely need to install cgroupfs-mount to
make this work.

So adding a Depends: cgroupfs-mount | systemd-sysv seems sufficient
to fix this?

Here's the chain of actions that lead to the problem:

~# apt-get install lxc
~# lxc-create -t download -n dbv1 -- --dist debian --release wheezy --arch amd64
~# lxc-start -n dbv1
lxc-start: failed creating cgroups
lxc-start: failed to spawn 'dbv1'

This seems to confirm the bug report #742850. Let me know how I can help 
further.

There's still the lxc-start: failed creating cgroups message
at start.
