I normally do *not* want to start a newly created VM immediately. I cannot use the “Customise configuration before install” since that’s ultra-slow on remote sessions, and because this is before all discs, NIC, etc. have been assigned types (VirtIO instead of default, for example) and slots. My only way out is to start it and immediately force a power-off. But with recent systems being so fast, this sometimes hits user space before I can do so.
