The result has long been the number one web server on the Internet. This package contains the configuration files, init scripts and support scripts. It does not install the actual apache2 binaries.
While apache2 does not *contain* Apache binaries, I fail to see an interpretation of the last sentence which is both correct and useful. Apache binaries are in apache2-bin, which apache2 depends on, so apache2 does provide Apache binaries.
