This conflicts would be unwarranted and go against Debian policy
interoperability principle.

If you like to keep providing libjpeg-turbo-progs, I suggest you rename all the
binaries in libjpeg-turbo-progs with -turbo postfix or similar.

Then, we could set up the alternative system to allow the user to choose
between the two set of binaries.

in fact the libjpeg-turbo-progs also had incorrect "Breaks:
libjpeg-progs" instead of proper "Conflicts: libjpeg-progs", so the bug
is also present in the libjpeg-turbo-progs.
