The update for testing is independent of the stable update, even if you want them both to include the same change; the package will effectively branch. The proposed update for testing needs to be based on the package that is in testing now and not include changes targetted at other suites. I had some problems finding a sponsor and forgot about the package after a while. I now have a sponsor willing to upload the package. The old version currently in testing really should be updated before the release.
